This article appears to be written by a closely related party (see the editor's contributions, and look at the contributors to those pages).
Additionally, a number of the citations are clearly works of the subject, rather than third party references. English / Roman citations would help clarify this.
Phrases like "unique encyclopaedic 10-volume directory" and "talented Belarusian writer of prose" shouldn't be included in an encyclopedia article unless as quotations from unrelated third parties of standing.
