This is a log of changes to user rights performed by users ("manual" changes) or by system rules ("automatic" changes). You may enter either or both of:

• Performer – the name of the user who changed the rights (just their name)
• Target – the name of the user whose rights were changed (written with the prefix User:)

Changes of rights by stewards (such as checkuser and oversight user rights) are shown with the performer's username prefixed by "metawiki>". The list of user groups and their associated permissions is on Special:ListGroupRights.

The log does not show local rights changes made before 24 December 2004 – see Wikipedia:Bureaucrat log.
