non-free image, of a person that we already have a non-free image, used simply to show he was on the magazine cover. This simple fact can be adequately covered by text alone. Image fails WP:NFCC#1 and WP:NFCC#8 Peripitus (Talk) 10:15, 7 July 2014 (UTC)

To be in the public domain in both countries, the photograph must satisfy all of the following criteria:
- The photographer must have become known within 70 years after the creation of the photograph.
- The photographer must have died more than 70 years ago.
- The photograph mustn't have been published before 2003.
- The photograph must have been published before the 70th anniversary of the photographer's death.
To be in the public domain in only the United States, it is sufficient if the photograph satisfies all of the following criteria:
- The photographer must be known.
- The photographer must have died more than 70 years ago.
- The photograph mustn't have been published before 2003.
To be in the public domain in only the United Kingdom, it is sufficient if the photograph satisfies all of the following criteria:
- Case 1: known photographer
- The photographer must have died more than 70 years ago. Otherwise, it is unfree in the United Kingdom as {{PD-old-70}} isn't satisfied yet.
- The photograph must have been published before the 70th anniversary of the photographer's death. Otherwise, it is unfree per Article 4 of the Copyright Duration Directive.
- Case 2: unknown photographer
- The photograph must have been published more than 70 years ago. Otherwise, it is either unfree for not satisfying the criteria in {{PD-UK-unknown}}, or because of Article 4 in the Copyright Duration Directive.
The uploader claims that the photographer is unknown, but hasn't provided any evidence of this. If this is copyrighted in the United States, it needs to be treated as unfree. There is currently no evidence that the file satisfies WP:NFCC#4. Stefan2 (talk) 19:47, 7 July 2014 (UTC)
- I'm not sure why you moved the goal-posts. First you thought it ok as long as the resolution was reduced, to satisfy 'fair useage', but now you've come for it again citing different rules? As I said the photo was taken in 1929, unknown photographer, possibly by a family member, or someone commissioned by them.Rodolph (talk) 09:49, 8 July 2014 (UTC)
