Proposed decluttering

Similar to Template_talk:Colocationwebhost, I would like to collapse the text on appealing, as it is almost never successful. In the sandbox, I've proposed a revamp (see diff and proposed new version). Absent objection, I plan to implement this change in the next few days. This currently contains the following text:

As a user who is always logged in, but who is still blocked because I keep a VPN on, this advice ranges from false to nonsense to just plain insulting for me.

Proposed changes to make steps more simple, clear, and empathetic

I've received maybe half a dozen emails in the last couple months from people who are blocked using one of these proxy block templates, and who tend to be fine after I tell them to "turn off iCloud Private Relay". It strikes me that means the template can be a lot better. Therefore, I suggest adopting approximately the changes in the template sandbox (see this diff), approximately uniformly across these pages, with the necessary changes to account for differences between the template substance: (each template's talk page will receive this notification)

Proposed changes to improve dark mode color scheme

Currently the template forces a light mode color scheme, which doesn't fit dark mode. The change below will make the template use a dynamic color scheme compatible with dark mode.
