Templates like {{Anonblock}} have links to WP:ACC so people can request an account, no reason why this one shouldn't as well.

Description of suggested change: Remove the word "temporarily" from the notice, as the block has been around for multiple years now and is unlikely to ever get lifted. Labeling it as "temporary" only serves to give false hope that it will eventually be lifted.
