Add topicborder parameter causing Bogus file options lint errors

The current version of Wikipedia talk:WikiProject North America, dated 17 March 2021, has a Bogus file options lint error that goes away upon removal of |border=yes.
The current version of Wikipedia:WikiProject North America, dated 15 January 2022, has two Bogus file options lint errors that go away upon removal of |border=yes.
This template is hardly used; there are only 12 items listed in What links here, and only 4 transclusions, so as far as I'm concerned we could just get rid of it, but if this template is to remain, it should work without generating lint errors. —Anomalocaris (talk) 22:24, 11 February 2022 (UTC)
