Add topicThis welcome template is meant to be an extension of {{welcome}}. Note that even if you subst: the template, all the {{qif}} code will be transcluded into the user's talk page. So unless templates can be made to evaluate if's during substitution, this template is purely experimental and not to be used by anyone =P
