It's a ZERO WIDTH JOINER character. Works like a space, only it leaves no space. :) Due to the way templates are replaced, if you have a template that starts with a wikilink [[ and you write [ before the template call, you get three raw brackets [[[ (that is, if you write [{{census-ar|2001}}] you get "[[[2001]] ..." instead of "[‍2001..."
