TemplateData for VRTS ticket

This template creates a hyperlink to an existing VRTS ticket. It is useful for Volunteer Response Team agents wanting to refer to the content of specific tickets (for example, to request undeletion of a file). The template takes two parameters: the first is the ticket ID number and the second is the ticket number itself. Both are required for the template to operate correctly, and neither has a default value.

(Note that users who do not have necessary permissions will not be able to access the content.)
