Sugi

Common decorative/artistic wood-burning technique
[edit]Not unique to Japan.
Cedars and cypresses are very rot-resistant woods. I would not make any additional claims about the technique except for the desired appearance of a darker color for exterior siding etc.
If it's authentically Japanese, (and there are many variants that are not,) then it's only one of many techniques that would be involved in the construction of the entire house or building according to the traditional or contemporary Japanese architecture.
