First sentence of section "Political Zionism" says "Political Zionism was led by Theodor Herzl and Max Nordau in Russia." They were not in Russia. Herzl was initially active in Austria. Nordau also in Austria. I believe both were born in Hungary. Herzl also organized the First Zionist Congress in Basel at which Nordau also spoke (https://www.britannica.com/biography/Theodor-Herzl).
