Request: add a line explaining what a positive (or negative) reading means

I came to this page looking for info on how to read this Treasury report:

  • does a negative number mean a net inflow of US securities, or a net outflow?

Optionally, how to interpret the report:

  • what does a negative number imply for interest rates
  • what does a negative number imply for the relative strength of the US dollar?

Beyond stub

As part of my day job, I contribute to compiling these statistical reports. I wish to contribute to this page as a subject-matter expert and am doing so of my own volition outside of my work hours. This constitutes a WP:COI, but I will take [guidance I received] in the Teahouse into consideration. I am working on this in User:Polunbus and will flag it for review when I feel it's ready.
