Neutrality concerns

This article currently violates WP:NPOV and WP:RECENT due to a large amount of text related to a recent controversy surrounding lottery courier services. While some of this content is relevant to the 2025 dissolution of the Lottery Commission and transfer to TDLR, it is given far too much prominence, taking up nearly as much space as the lottery history pre-scandal. Descriptions of the feud between Greg Abbott and the Legislature over the lottery shows a clear pro-Legislature and anti-Lottery slant that, in my opinion, is un-encyclopedic. Even structurally, the lawsuit and courier services are given their own sections, and there is a "see also" tag to the infamous Triple Six Fix scandal, which shares little in common with the Texas Lotto scandals beyond being a lottery scandal.

Additionally, much of the negative coverage specifically related to a documentary by hard-right fringe news organization Texas Scorecard, which seems to have an editorial stance against the lottery. This included an entire section describing the documentary's findings, as well as multiple citations of the documentary itself and other articles by Scorecard. I cannot find any evidence the documentary was ever cited by state lawmakers or any organizations other than Scorecard themselves, so giving the documentary this much focus is certainly a violation of WP:UNDUE, and the level of prominence it was given also reeks of WP:PROMOTIONAL material.

I have removed the promotional content related to Scorecard and modified some of the obvious issues listed above. However, the article needs further review of its content and sources, with the courier-related issues consolidated and rewritten for NPOV. As such, I have tagged this article with the POV template.
