Why isn't the current status of the Golan Heights discussed in the article with regard to the National Olympic Committee (NOC)?

Wikipedia is telling me about the current status of the Golan this: Israeli occupation of the Golan Heights

The Golan was under military administration until the Knesset passed the Golan Heights Law in 1981, which applied Israeli law to the territory; a move that has been described as an annexation.  In response, the United Nations Security Council unanimously passed UNSC Resolution 497 which condemned the Israeli actions to change the status of the territory declaring them "null and void and without international legal effect", and that the Golan remained an occupied territory. 

The stance of the IOC on this matter is quite clear: Winter Olympics: Why aren’t Palestine competing and is Israel banned?

An IOC spokesperson said before the Paris Games that the Israel-Palestine situation was “not comparable”: “The relevant NOCs did not extend their area of jurisdiction over that of another NOC or outside their own area of jurisdiction. It is beyond our remit to react to any conflict or war situation between countries. This is the pure realm of politics.”

So, according to the IOC, the territory of the Golan Heights, even though de facto annexed by Israel in 1981, would still fall under the jurisdiction of the Syrian Olympic Committee. Officially, Israel didn't make use of the term "annexation" but effectively applying Israeli "laws, jurisdiction, and administration" to the territory is tantamount to annexation.
