Unclear final paragraph

The final paragraph of the End section (starting "It is impossible to determine whether...") is unclear to me as to the difference between the two alternatives offered. In any case this section is not attributed to any source; if a historian has made a similar argument, can we cite them and better explain the difference (between being promoted above his competence vs bring competent but unable to deal with new circumstances) and why it matters?
