I have read the guidance for the use of the Wikipedia Notability Template and in my judgement, this subject is reasonably likely to be non-notable.

Most links, including those on this Wikipedia page, as well as other sources (like MIT) are no longer available. The original paper on the subject says:

The MIT Media Lab wrote and maintains the source code for the SAOL tools, and has released this source code into the public domain for free use by the community.

However, this source code does not appear to be available any longer and the saol.net domain name is for sale.

Furthermore, it is not clear that anyone is using it as part of MPEG-4.
