Yes. U.S. citizens born abroad because it is statute that gives them citizenship rather than the 14th amendment. It can be regulated by Congress. RakowskiC (talk) 23:46, 17 October 2025 (UTC)Reply

Puerto Rico → statutory (Jones Act of 1917; now 8 U.S.C. § 1402)

U.S. Virgin Islands → statutory (8 U.S.C. § 1406)

Guam → statutory (8 U.S.C. § 1407)

Northern Mariana Islands (CNMI) → statutory (Covenant + 8 U.S.C. § 1408 note)
