I know for a fact that some spent potlining (also called SPL) in the United States is burnt at Portland cement kilns permitted to burn hazardous waste. While it supplies some aluminum to the product, this industrial use is allowed by the U.S. EPA because of the (minimal) heat of combustion of the material (on the order of 4600-5800 kJ/kg[2000-2500 Btu/lb].
