It may not be exactly the same as sudo, but it does not impersonate any other user and it does raise execution level to admin. Very easy to test: for example just run cmd as admin (by right clicking "Command Prompt" and selecting "Run as Administrator") and the UAC prompt pops up; then in the command prompt, "SET username" and one can see the user name is the same who invoked cmd.
