The article fails to clearly answer the most important question: why is this being built? Does it relieve a bottleneck? Does it speed up a connection? And what was the discussion of alternatives? Does a ferry currently ply that route? Was a rail tunnel ever taken into consideration? Which costs and downsides are associated with not building it?
