"is [on] my authority" -> "is my authority"

"The man who placed the torpedo on the boat is [on] my authority, for I had the statement from his own lips."

'On my authority' is used for something like: 'He placed the torpedo under my instructions.'

'He is my authority', without the '[on]', is used for something like: 'He is the person who told me the tale'.
