The file was inserted by a user that currently does not exist. There is a user talk page for Califpaint on commons that has had a number of problems with violating copyright.
The file was placed at the top of the article, in that position it does not illustrate any particular aspect of the article.
The illustration is given a title that includes "Steven Stern Fine Arts". That seems like unauthorized advertising.
The painting illustrated was done as a commission by Brandt for Fortune Magazine ( please refer to a recent auction record for the painting). This aspect of Brandt's work is not currently discussed in the article.
In my opinion the painting is not representative of Brandt's art work.
