Many would-be reliable sources seem to have disappeared over the years (as this program was made over 7 years ago), but I believe that this is more than enough to establish the notability of Resource Hacker. The author also claims more than 3 million downloads have been made, but I can't exactly verify that claim. "In 2011 the author stated that he would neither release nor sell the source code."

I've been checking the Wayback Machine archives of angusj.com/resourcehacker, and the author had actually made this announcement a long time before 2011. It's on the earliest archived version of the page (dated July 4th 2005) and may have been there for a long time prior to Wayback finding it.

His exact words were "Please don't ask for the source code, I'm not releasing it, nor is it for sale."
