Relative wind is a simple idea requiring really only a definition. Skydiving technique is off-topic. It should be in a skydiving article which links to a definition page when it uses "relative wind" as jargon.

It is important and frequently-used aeronautical jargon that shouldn't have to be re-defined in all the aero articles. So it should be defined somehow within wikipedia in a way that can be linked to. I think there is a category of "article" that is a simple definition (or something like that). I'll look into it and make that change when I figure out how, unless someone else wants to ... :-)
