should the "Diella" AI minister be counted?

In the "No. of ministers" and "Total no of members" the number of ministers is listed as 18 with the note "including the AI minister" I'd argue that it would be more appropriate to list the number as 17 (possibly with the note "18 with the AI minister")

In the website of Albanian President in the decrees the ministers are listed here: https://president.al/presidenti-begaj-dekretoi-perberjen-e-keshillit-te-ministrave/?lang=en
