Is "province" the best word for these divisions? I have sometimes seen "province", but often also seen the word "prefecture" used (in French préfecture), clearly referring to the same divisions (e.g. in the ICTR reports). --Saforrest 22:04, 9 January 2006 (UTC)Reply
