This book is used in a number of universities, even including texts that are variations based on it. According to the last sentence in WP:TEXTBOOKS, "one or more reputable educational institutions" should justify notability. Universities that I know about that use it: Brown, Northeastern, Northwestern, U. of Utah, U. of Chile, BYU, UC Santa Cruz, Rice, UC San Diego, U. of Washington, Cal. Poly, U. of British Columbia, UTexas -- and that's just bigger universities, but there's more, including colleges and including universities in other countries. (This is in addition to the usual things: very well known in the Scheme circles, has its own stackoverflow tag, etc). It's true that the book is not published by a major publisher, but this is intentional -- the author has considered several publishers (who were interested) and decided to with the current self-published text as an experiment in a textbook that is distributed like software, and has wrote about that decision (second reference in the page).
