Polytely can be described as frequently, complex problem-solving situations characterized by the presence of not one, but several goals, endings.

Does the adverb frequently belong to described or complex or what? Does "the presence of several goals, endings" mean that the "situations" have multiple simultaneous effects, or that several alternative outcomes are acceptable, or merely that multiple criteria are to be met?
