no walter...i am a consultant in IT industry for 10 years and I worked a lot with governments across Middle East, Africa and Eastern Europe...this is the newest budgeting style they are adopting...private sector does not know much about it! it is a thoughtleadership type of paper as we call in our industry. With some references to experts in the area. I thought it fits wikipedia, since this is an encylopedia ,I believe articles should be technically deep, and with more academic flavor. The article is written by me!

I found this very informative and agree with the author's reference to changing trends in budgeting. I have been in Govt/public sector as well as in private/corporatesector in IT domain for past 28 years. While it is extremely difficult bringing in Balance Scorecard or PBB/CPM/ABB/ABC, this is catching on with private sector. We need more discussion/ articals like this.
