contact vs. non-contact

If somebody was to say "dance with me", but danced near somebody without holding hands or other physical contact, like for instance if the other just wanted to be impressed by one (e.g. dancing in front to show from behind, or face to face); would that be considered a partner dance?

Not according to the typical use of the term. For example, line dancing is not considered a partner dance.
