JSC Copernicus-Invest 3 (АО «Коперник-Инвест 3») is VimpelCom's direct shareholder. A disclosure published on 5 March 2026 identifies it as the holder of all voting shares.[1][7]

Sergei Anokhin became chief executive officer on 2 September 2024, succeeding Alexander Torbakhov.[8] The 2025 annual report identifies Anokhin as CEO and Alexander Pankov as president; Pankov was appointed on 16 October 2023.[9]

For the first half of 2026, VimpelCom reported IFRS operating revenue of RUB 176.063 billion, compared with RUB 158.063 billion a year earlier. Profit attributable to the company's owners was RUB 4.6 billion, down from RUB 14.8 billion, while operating profit declined to RUB 25.772 billion from RUB 37.528 billion.[12]

On 19 December 2025, National Credit Ratings affirmed VimpelCom's AA.ru credit rating on the Russian national scale with a stable outlook.[13]

In 2009–2010, Alfa Group and Telenor combined their interests in the Russian VimpelCom business and Kyivstar under VimpelCom Ltd., a holding company incorporated in Bermuda on 5 June 2009.[7][4] In April 2010, the holding company announced completion of an exchange offer for the Russian operator's shares and American depositary shares, with regular trading of the holding company's depositary receipts under the NYSE ticker VIP scheduled to start on 22 April.[14] On 30 March 2017, VimpelCom Ltd. changed its name to VEON Ltd.[4]

Source: The 15 April 2011 transaction announcement identifies the acquirer as VimpelCom Ltd. and explains that its combination with Wind Telecom gave the holding company an indirect 51.7% interest in Orascom Telecom. It does not identify PJSC VimpelCom as the acquirer.[15]

2c. Completion of the Russian-business sale and brand licensing

The sale was completed on 9 October 2023; the purchasing management team was led by the then CEO, Alexander Torbakhov.[5]

According to VEON's 2025 annual report, the Beeline trademark remained with VimpelCom. VEON's operating companies in Kazakhstan and Uzbekistan used the name and associated marks under non-exclusive licence agreements amended after the 2023 sale, each with an initial five-year term.[16]

3a. Network development and investment

At the end of 2025, VimpelCom's network comprised 243,900 base stations.[17] During the year, the company deployed more than 37,000 new base stations and reported capital expenditure of RUB 79.5 billion.[18]

In a report published in December 2025, National Credit Ratings stated that VimpelCom's backbone network extended for more than 191,000 km.[13]

On 1 December 2021, VEON completed the sale to Service-Telecom of National Tower Company, which owned approximately 15,400 mobile network towers in Russia. The transaction was accompanied by a long-term master tower agreement between PJSC VimpelCom and Service-Telecom.[19]

3b. Digital services and acquisitions

VimpelCom's 2025 annual report describes business services including cloud telephony and virtual private branch exchanges, cloud contact centres, cloud infrastructure, cybersecurity, content delivery, speech analytics, and platforms for managing SIM cards in internet-of-things devices.[20]

In December 2021, VimpelCom acquired IBS DataFort, a provider of cloud infrastructure and information-security services.[21] It acquired 95% of CDNvideo in August 2023; in April 2026, AK&M reported that it had bought the remaining 5%.[22] On 22 November 2023, it acquired 51% of Callibri, a platform for marketing analytics, customer communications and lead management.[23]

In April 2025, VimpelCom acquired Spectrum, a provider of application-to-person messaging services,[24] and a direct 44% stake in speech-analytics developer Voca-Tech. Another 20% of Voca-Tech was held by Hive, a company in VimpelCom's group.[25] According to its published 2025 accounts, the purchases of 100% of Spectrum and 44% of Voca-Tech cost a combined RUB 3.1 billion.[26]

4. MVNO hosting infrastructure, projects and strategy

4a. Smart MVNO, signed agreements and hosted-operator scale

In September 2025, VimpelCom launched Smart MVNO (S-MVNO), a Beeline-branded wholesale offering for partner-branded mobile services on its network.[27][28] The company identified Bezlimit as its development partner and first user.[28] By January 2026, VimpelCom said it had signed more than 20 agreements with partners in fintech, retail, digital services, construction and education.[29]

ComNews Research reported that more than 40 MVNOs were using VimpelCom's infrastructure by May 2026. This was a count of hosted MVNOs, not solely Smart MVNO projects.[30] The same research estimated total Russian MVNO revenue at RUB 111 billion in 2025 and the number of SIM cards at more than 40 million, including machine-to-machine connections.[30][31]

4b. Identified Smart MVNO implementations

In December 2025, VimpelCom, operating as Beeline, and China Mobile International launched CMLink in Russia. The service links Chinese and Russian numbers to one SIM card; Beeline provides mobile data and domestic calls in Russia. VimpelCom's chief executive described the implementation as using Smart MVNO.[32][33]

ComNews Research identified Solidarnost Mobile, Bezlimit and Dobrosvyaz as Smart MVNO projects. Dobrosvyaz launched in April 2026 and had approximately 30,000 subscribers by June.[30]

In June 2026, Russian Post launched Russian Post Mobile as a Smart MVNO pilot on VimpelCom's network in the Tver and Kaliningrad regions and Yakutia. In that project, VimpelCom supplied the network and technical platform while Russian Post offered mobile services under its own brand.[34]

In August 2026, Beeline announced Khorovod Mobile, a Smart MVNO service for the nonprofit Obnimayu Serdtsem. The announcement described an arrangement under which part of subscribers' tariff payments would support the organisation's inclusion projects.[35]

4c. Other hosting partnerships

VimpelCom also hosts Alfa-Mobile.[30] In April 2026, it and T-Bank's T-Mobile announced a partnership to add VimpelCom as T-Mobile's third host network alongside T2 and MTS.[36] In June, the companies signed a commercial-launch agreement and announced an imminent start on VimpelCom's infrastructure in the Amur region and Yakutia.[37]

4d. Dated market targets and the carrier business

In May 2025, VimpelCom announced a target of 25% of the Russian MVNO market by 2028 and identified banks, retailers, technology companies and regional broadband providers as prospective partners.[38] A January 2026 statement to ComNews put the target at 30% by 2028.[29] In a report published on 5 June 2026, Forbes quoted Sergei Bykov, Beeline's vice-president for the carrier business, as stating a target of 25% by 2028.[39]

The company's 2025 annual report attributed growth in its carrier-segment revenue partly to higher income from MVNO services, alongside backbone internet and content-delivery-network services.[10]

The same June 2026 Forbes report quoted Bykov as saying that revenue from Beeline's MVNO business had exceeded RUB 1 billion; the reporting period for that amount was not specified.[39]

4e. Attributed assessment of hosting-market position

In its June 2026 assessment, ComNews Research characterised Beeline as a "rising leader or operator of first choice" among MVNO hosts, while reporting that T2 had led the host market in 2025 by hosted operators and subscribers.[30]
