Hi Grorp — I was looking closely at the OT IX–XX table on the Operating Thetan article, and I think there is a sourcing problem worth checking.
The current table gives very specific “Rumored title” and “Theme or concept” descriptions for OT IX through OT XX, but I have not been able to find sources that actually support most of those descriptions.
For OT IX–XV, there is an old Scientology terminology FAQ, reproduced by Operation Clambake, which gives some historically attested names:

It lists:
  • New OT IX — “Orders of Magnitude”
  • New OT X — “Character”
  • New OT XI — “Operating”
  • New OT XII — “Future”
  • New OT XIII–XV — no title given
However, the descriptions in that source are explicitly speculative. For example, OT IX is described as possibly involving “more implant material,” OT X is based on “rumors,” and OT XI/XII are described as “probably” involving certain abilities. The source does NOT give the elaborate concepts currently in Wikipedia's table.
The same material is preserved in the older alt.answers FAQ:

There are also contemporary discussions of the names “Orders of Magnitude” and “Character,” e.g. Mark Rathbun's account of Miscavige's 2005 announcement:

But I cannot find a reliable source for the current Wikipedia descriptions of OT XVI–XX, such as:
OT XVI — “Psychic Telekinesis / Thetan Unleashed”
OT XVII — “Powers Realized”
OT XVIII — “MEST Mastered”
OT XIX — “Universal Thetan”
OT XX — “Thetan Supreme Being”
More importantly, I cannot find evidence that the Church of Scientology has an official OT XVI–XX sequence at all. The historical material I can find stops at New OT XV. The Operation Clambake source specifically lists New OT IX–XV, with XIII–XV having no titles, rather than continuing to OT XX.
So I think the article should distinguish between:
1. documented existence of OT levels on Scientology's chart,
2. historically attested names for some unreleased levels,
3. speculation/rumor about their contents, and
4. claims about OT XVI–XX for which there may be no source at all.
The current wording (“commonly referenced in leaked documents and ex-member forums”) seems especially problematic because the references attached to the table don't appear to establish those individual titles or descriptions.
Would you be able to check the sourcing for the table, particularly OT XVI–XX and the specific “theme or concept” descriptions? I think the underlying historical material supports a much more cautious presentation. Trueandreal123 (talk) 09:05, 6 September 2026 (UTC)Reply

I don't have time right this minute to research it, but for "OT XVI–XX" you might try looking to see if that's a freezone thing (like Ron's Org and such). If it is one of their "inventions", then I would likely support removing those lines.
Unfortunately, the WP:Who Wrote That? tool doesn't work within tables. However, you can use the article's edit history to poke through time and narrow down to when the content was added, identify the edit(s), and see if they included a citation/source at that time... which has since been removed. It doesn't appear to be a Captain Bill Robertson thing (creator of term "Freezone"). It just appears to be made-up nonsense that somehow managed to get on to Wikipedia. I have never seen any actual Scientology tech that uses these "levels". Trueandreal123 (talk) 14:51, 6 September 2026 (UTC)Reply
I dug further into the sourcing, and I think there is a fairly substantial problem with the current OT IX–XX table.
The strongest secondary source I found is Hugh Urban, “The Third Wall of Fire: Scientology and the Study of Religious Secrecy,” *Nova Religio* 20(4) (2017), pp. 13–36. Urban specifically discusses the Church's Bridge as listing OT IX through OT XV, and says that it was not known whether these upper levels even existed. He discusses Miscavige's claim that he possessed the remaining levels, and ex-Scientologists' contrary claims that there were no levels beyond OT VIII. He does not describe an OT XVI–XX sequence or the alleged contents currently given in the Wikipedia table.
The older Scientology terminology FAQ is also quite revealing. It gives:
OT IX — Orders of Magnitude
OT X — Character
OT XI — Operating
OT XII — Future
OT XIII–XV — title not given
And it explicitly labels much of the information as rumor/speculation, including “probably incomplete or nonexistent” for XIII–XV. It does not contain the detailed “theme or concept” descriptions currently in Wikipedia.
There is also a citation problem. The table's references 26–28 are Rinder's “OT IX & X Promises, Promises,” Rathbun's “Miscavige's OT IX Release,” and Tony Ortega's article about a possible release of OT IX/X. These sources discuss IX and X; they do not appear to establish the individual descriptions in the table, and they do not establish OT XVI–XX.
For example, Ortega reports the names “Orders of Magnitude” and “Character” and quotes Claire Headley saying that she knew of no OT levels developed past OT VIII.
I did find one complication: a 1993 Free Zone/Phoenix Preparation Course document appears to use the term “OT XVI.” But that would seem to call for attribution to the Free Zone source, not for presenting the Wikipedia table's OT XVI–XX titles and descriptions as if they were established Scientology levels.
So I think the sourcing supports a much more defensible structure: document that the Church's charts have listed OT IX–XV; identify the historically attested names for IX–XII where appropriate; clearly label later material as speculation or Free Zone material where that is what the source actually represents; and remove the unsupported “theme/concept” claims and OT XVII–XX material unless someone can produce sources that actually support those specific claims.
In particular, I would be interested in seeing the source for each of these exact claims:
OT XIII — “Time & Space”
OT XIV — “Ability”
OT XV — “Total Freedom”
OT XVI — “Psychic Telekinesis / Thetan Unleashed”
OT XVII — “Powers Realized”
OT XVIII — “MEST Mastered”
OT XIX — “Universal Thetan”
OT XX — “Thetan Supreme Being”

He said that the _Marcab_ Confederacy is the "bad guys", he said he _represents_ the Galactic Confederacy. He said they would take over a portion of the universe, not "the universe". He said he would be a politician, not a "Messiah-like role".

Therefore, this is inverted or wrong in multiple ways and needs to be fixed.

My main objection to your edit is that the change makes this article link to a low-quality article Marcab Confederacy instead of the highly regarded article Xenu via redirection from Galactic Confederacy; Xenu - like this article - is part of the coherent Series on Scientology. The edited paragraph continues below the disputed section:
Early participants in this version balked at it and the Church subsequently revised it. The Church initially stated the original version found in the Fishman Affidavit was a forgery but later admitted it was copyrighted by the Church, thus establishing its authenticity. The revised version has an editor's note that states "it is not the original".[25]
My emphasis. The disputed wording doesn't refer to current teachings but to the original text by Hubbard. It's not surprising that people argue about whether it matches the current myth, but it's not talking about the current myth.

At this point we're in discussion per WP:BRD. The longstanding wording in the article was stable for years, and the recent changes do not have consensus. The Fishman Affidavit contains multiple passages using different terms, and Wikipedia does not reinterpret primary sources or replace longstanding sourced wording with an editor's personal reading of the document. I found a particularly relevant secondary source: Hugh Urban, “The Third Wall of Fire,” Nova Religio 20(4), 2017. Urban explicitly distinguishes the two groups in the Fishman OT VIII text: he describes the Galactic Confederacy and the “more sinister” Marcabians as separate civilizations, with Jesus said to be aligned with the Marcabians, and quotes the passage identifying the “mass Marcabian landing (Second Coming)” as the relevant event. He also explicitly characterizes Hubbard's promised return as a “future political role” and quotes Hubbard saying, “I will return not as a religious leader but a political one.”
This seems directly relevant to the disputed wording. At minimum, “Messiah-like role” is not how the principal scholarly source describes the claim; Urban specifically says political role. Likewise, the source distinguishes the Marcabians from the Galactic Confederacy rather than treating them as the same returning force.
Urban also cautions that the authenticity/status of the Fishman OT VIII text remains unclear, noting that the Church subsequently called it a forgery and that another OT VIII version was completely different.
I therefore think the current wording should either be corrected to reflect Urban's treatment, or explicitly attributed rather than presented as an unqualified description. Trueandreal123 (talk) 15:08, 6 September 2026 (UTC)Reply
L. Ron Hubbard clearly says "During this period there is a fleeting opportunity for the whole scenario to be effectively derailed which would make it impossible for the mass Marcabian landing (Second Coming) to take place. The Second Coming is designed, among other things, to trigger a rapid series of destructive events." L. Ron Hubbard also says "This anti-Christ represents the forces of Lucifer (literally, the "light bearers" or "light bringer"), Lucifer being a mythical representation of the forces of enlightenment, the Galactic
Confederacy. My mission could be said to fulfill the Biblical promise
represented by this brief anti-Christ period." I do not know if there are any good "primary sources" that interpret this beyond the text itself; however, the text itself is quite self-evident. Going forward, please be specific rather than using ambiguous pronouns, and mention which version by diff, URL, or time stamp.

Re OT IX-XX content

I tracked down that the entire OT IX-XX content was added by editor Dumaka, who hasn't edited any other Scientology-topic articles as best I can tell from xtools.

In 2023, I had added a two-sentence section with header "OT IX to OT XV":

Since 1986, Church of Scientology leader David Miscavige has dangled the hope of OT IX and X being released in the near future, pending certain conditions, which have shifted over time. It has been widely reported that Hubbard never wrote OT IX and above; therefore, those levels do not exist.[1][2]: 153 [3]: 126–127 [4]: Ch.5 

In 2024, Dumaka changed the heading to "OT IX to OT XX" and added a simple bulleted list with no citations, which I reverted because it had no sources. (diffs)

In 2025, Dumaka made a second attempt and massively expanded the section, adding the table and the text before and after it, and pushing my original 2-sentence paragraph to the bottom. (diff) He added 4 or so citations:

  • Wright's "The Apostate" which only supports the term "entheta" and nothing more.
  • Ortega who mentions COS promoting OT IX and X.
  • Rathbun starts out: "For those naive enough to continue chasing David Miscavige’s elusive, imaginary and expensive carrots" and is basically a "don't do it, sucker!" post.
  • Rinder at least posts images of an old COS publication dangling OT VIII and OT IX (not even X).

None of the cited sources supports the language of the table. The whole section presents as original research.

At this point, I would be amenable to anyone reverting the entire section back to my 2023 two-sentence version. @Dumaka: is welcome to come here and make his case for re-inclusion of the content. I would not object if someone adds the titles from the Bridge chart for OT IX-XII and cites the chart.[5]

Messiah-like v. politician

The Fishman text explicitly identifies Hubbard as fulfilling the Metteyya prophecy and frames his return in messianic and eschatological terms. The document states that "part of [the Metteya] prophecy will have been fulfilled upon the passing of L. Ron Hubbard", and describes Hubbard's mission as preventing the "mass Marcabian landing (Second Coming)" and halting "a series of events designed to make happy slaves of us all." This is messianic framing within the text. Urban 2011 and 2017 both concur with this.

In the same document, Hubbard also writes that he will return "not as a religious leader but a political one", which describes the guise he says he will adopt rather than the underlying function assigned to him in the narrative. The text describes a messianic mission carried out through a political role.

The statements are complementary, not contradictory. Rewording the article to reduce Hubbard's return to solely "a political role" would be misleading, because it would omit the explicit messianic framing in the Fishman text and both Urban sources.   ▶ I am Grorp ◀ 08:13, 7 September 2026 (UTC)Reply

The Fishman-Hubbard text does not use the words "pedophile," "pederast," or "homosexual." It says only "a lover of young boys and men." Marcab v. Galactic

After finally untangling Hubbard's convoluted tale, where he uses several cryptic hints...

The Fishman text distinguishes between two different groups: (1) the Galactic Confederacy is used in a metaphorical "Lucifer/forces of enlightenment" passage; (2) the Marcabian forces (mass Marcabian landing, Second Coming) Hubbard describes as the actual apocalyptic event he intends to stop.

I will change the Operating Thetan and OT VIII articles from Galactic to Marcab when referring to the landing, invasion, and Second Coming. I have seen other instances in some other wiki articles that have also conflated the two "confederacies"; I'll try to find and fix those, too.

@SuperFastSpellChecker and Celjski Grad: I read your point about the redirect for Galactic Confederacy, and agree it was awkwardly landing within Xenu. Instead, I enhanced the two 'confederacy' terms in the Glossary of Scientology article, and have redirected Galactic Confederacy to the glossary term.

@Trueandreal123: As to "this part of the universe" v. "the universe", I'll stick with the actual text: "a good portion of this universe".
