Network Ownership?

This article makes reference to some networks owned by local governments, but does not explicitly describe the typical ownership of incentives for open-access networks. Who owns such a network? What is the incentive to a private sector business to construct and operate a network? What is the incentive for a private sector owner to upgrade the network? These are important factors, especially given the significant policy implications of advocating a government-run, taxpayer-funded network versus a corporate or private business-owned network operated for profit, without cost to the taxpayer. The incentives are different, the costs are different, and the efficiency is different. I point this out to illustrate the importance of describing the ownership aspects of the concept somewhere in the article.Blcklbl (talk) 21:21, 8 December 2011 (UTC)Reply
