It says that “Nutibara was a chieftain who ruled over the Nutibara”, but it never explains who or what “the Nutibara” actually are or were, which is what one logically expects from an article named "Nutibara". The text gives no indication whether “the Nutibara” refers to an ethnic group, a tribe, a polity, a settlement, or something else entirely or where or when such a group or thing exists or existed. Without that context, the article becomes circular: a person named Nutibara ruling over “the Nutibara” tells the reader without prior knowledge of this term precisely nothing.
Before presenting this as a biography, the article needs a clear definition of what “the Nutibara” refers to. If the term is ambiguous between a person and something else, as it appears to be, that ambiguity should be stated and clarified and the two uses of the term should each be defined in their own article with a disambiguation page for Nutibara (Chieftain) and Nutibara (ethnicity, tribe, settlement, geographical area etc.).
