Portuguese NOT NHRP eligible?

My understanding is that the Portuguese (and Portugal) are NOT considered eligible under NHRP guidelines as Portuguese are neither Hispanic (Spanish speaking) nor Latino (from Latin America). Am I correct? 74.96.119.5 (talk) 16:31, 27 August 2023 (UTC)Reply
