This page is currently directed to the 3GPP standard of mobility management. Mobility management is a common feature to almost every mobile device network, not just 3GPP networks. Therefore, the article of "mobility management" should be directed to basic location management concepts common to mobile networks. A subsection of this article, or specific separate article titled "3GPP mobility management", should then be dedicated to the 3GPP mobility management standard.
