Define "MoDOT"
"as part of a larger project with a cost of $836,300 (equivalent to $14,236,459 in 2017)." I'd say, the source says that money was distributed over 220+ miles of roadway, of which MO 103 is just a fraction.
The parts about Skyline Dr. could be more clearly written to indicate it meets both ends of Skyline.

Except now it seems to hit the northern end of Skyline Dr twice ;)
