"Self-declared soviet (council)" not same as "self-declared independent country (state)"

In this edit an anonymous (IP) editor restored/added Template:Infobox country, with an edit summary stating that "their proclamation of independence [as a country?] is literally on a placque [sic]". This despite the fact that neither the sources nor the body describe the soviet as an independent nation/state/country. And the fact that, per the Irish soviets and soviet (council) articles, the term soviet here means "council" (assembly) and is not analagous to a soviet republic (state). In terms of a declaration of independence (as a country/nation) being "literally on a placque [sic]", while I'm unsure what plaque is in question, if it's this plaque unveiled in 2019, I would note that it does not mention a declaration of a break-away soviet republic state, or support the assertion that the Limerick Trades Council declared themselves to be an independent nation. If there are sources which DO describe the soviet as a independent state, please provide them. (Note that the webpage linked in the related edit summary does not describe the Limerick Soviet as a country; whether a soviet republic, an independent nation, a breakaway country or otherwise.
