"Unknown Ribbon"

This ribbon could be any number of things, it is identical to both the Oregon and Mississippi National Guard meritorious ribbons, but I can't think of why Lew Allen would have been awarded either of those. Most likely it is from his time at West Point and is the New York National Humane Service Medal Ribbon, thought that ribbon has slightly larger blue bars. Perhaps Gen Allen did some work in New York while at West Point to alleviate a humane suffering condition. However, that's just a guess.
