Rationale for tone and cleanup tags

The article as it currently stands is still in need of cleanup. Having the tags up is a good thing. It points editors to the page, who can help improve the article. The cleanup and tone tags are there because the article is not properly structured yet. The tone of the article is still a little too promotional.
