[edit]Constantin Menges was born in Turkey on September 1, 1939, the son of Karl Heinrich and Valeska Menges, political refugees from Nazi Germany.
Constantine C. Menges was an American professor, and Latin American specialist for the White House's National Security Council and the Central Intelligence Agency.
In the 1960s at the deep state think tank RAND, he wrote the strategy papers that gave an intellectual foundation to what would later become known as the Reagan Doctrine.

In 1938, Karl Menges married Valeska Treppner, a dentist, in Ankara. Like him, Valeska Treppner had come to Turkey to escape Nazi persecution. Their son, Konstantin, was born in 1939. In 1940, Karl Menges accepted an offer from Columbia University in New York and traveled there alone. Valeska Menges lived in Istanbul for a time before traveling to Portugal with her son in 1941. Although Konstantin Menges was able to join his father in New York in 1944, Valeska Menges was not granted permission to enter the United States until 1946. They divorced in 1947. Karl Menges worked at Columbia University, initially as a lecturer and later as a professor of Altaic languages. Menges also taught as a visiting professor around the world; notably, he taught at the Free University of Berlin during the 1953–54 academic year, at the University of Frankfurt am Main during the 1955–56 academic year, and at the University of Vienna following his retirement. Max Meyer (1890–1954). He had converted from Judaism to Protestantism as early as 1915. In 1933, he was a professor of Ear, Nose, and Throat (ENT) medicine at the University of Würzburg and a member of the Association of German University Professors. Despite having served as a military physician at the front during World War I, he was dismissed from his position in 1935 due to antisemitism. He arrived in Turkey as a refugee with his family and became the head of the ENT department at Ankara Numune Hospital. His five-year contract expired in 1941; at the same time, like all refugees classified as Jews by the National Socialists, he was stripped of his citizenship and thus became stateless.
