There is the statement in section 3 (Properties): The ε-topology is always finer than the π-topology [...].

This statement is wrong as the π-topology is the finest topology making $X\times Y\rightarrow X\otimes Y$ continuous. Hence, the ε-topology cannot be finer (without being identical).
