Is this article about EU law or the general idea?

Is this article about a legal concept specific to EU law, or is it about the general concept of an informed consumer? Currently it's trying to be about both things. If the former, then the information that is cited to the "ftc.gov" isn't relevant, as the Federal Trade Commission is a US government agency. As an aside, I am not sure if the ftc citations are correct in any case: The sections under Importance (Higher-quality investments, Safe investments, Money saving investments, Ethical investments, Responsible investments) seem the same as this article on Sapling that has the same article title as one of the "ftc" citations, wheras that article is nowhere to be found in site:ftc.gov google searches for the same stuff.
