Here's the ld50 in mice: http://toxsci.oxfordjournals.org/cgi/content/abstract/10/2/302 I'm not sure what cutoff would make something "highly toxic," however. Regarding anti-inflammatory use, I know arnica derivatives historically have been applied topically, and there are some citations regarding topical treatments on the a. montana page.
