Contradiction in first and second paragraph

The first paragraph reads "Gitee […] is a proprietary online forge that[…]", but the second reads "Gitee was chosen […] to make an "independent, open-source code hosting platform for China."". Further clarification is needed: they make a proprietary forge but were chosen to make an open source platform?
