broken link

Is this a good place to report a broken link? (My apologies if I should have merely removed the link from the page - I'm pretty new to wiki conventions :) )

The hyperlink shown as

Introduction in programming with GAUSS 3.35 by Ruud H. Koning

no longer exists at the University of Wisconsin web-site:

    http://www.aae.wisc.edu/aae636/gausscode/koning/gauss-windows.pdf

(I haven't found a replacement URL.) The web site advises:

"In June of 2005, the Agricultural & Applied Economics website was redesigned, changing the location of many pages."

This page was redesigned at the edge.
