Capping as a fig leaf for highway expansion

To be built into an article section, if someone wants to get to it before I do: I-35 in Austin and I-5 in Portland, possibly others. Main points to cover: capping proposed as a kind of adjunct to freeway expansion; suspicion that the cap is just a fig leaf to hide an expansion that would be unpopular on its own; the financial intrigue of who pays for the cap versus who pays for the expansion.
