List of lengths

The list $\{\ell _{1},\ell _{2},\ldots \}$ seems to use set notation, but the example $\{{\frac {1}{3}},{\frac {1}{9}},{\frac {1}{9}},\ldots \}$ includes a repetition $\ell _{2}=\ell _{3}$ in the list. The source "Riemann Zeroes and Phase Transitions via the Spectral Operator on Fractal Strings" uses curly braces but describes the lengths as forming a sequence, in which case would it be more appropriate to use a sequence of lengths?
