This article is for an extremely niche, media-driven event, with a majority of supporting sources from February 2016 and no further interest. It essentially describes what is most probably a malfunctioning piece of mechanical equipment producing a noise for a little under a week and then stopping. Aside from some playful local Halloween reference, no further interest is provided. I propose deleting this article because it is thus non-notable.
