Overall:
I like Alt 1, but the current wording makes it sound like the two could have been built simultaneously? May I suggest:
- ALT3: ... that Manila's Chinatown built a new friendship arch in front of an existing one?

- Nil NZ I did miss this sorry, it might have got lost in a substantial number of recent LTA-related notifications.
